Last I checked there was no scientific reason why technology in Battlestar is a mix of sci-fi and late 1970s. Depending on how experienced with books and sci-fi your kid is it should be fine to read the books from the age 12 to 14.

There's no reason that, like Trek before it or Battlestar, that it can't be good. Something that actually might be educational for a teenager. That's the other issue: if you want the things we want, it's expected to either be pulpy or of lesser quality (like the game/movie/tv adaptations).
